The Chinese Government Grant is a full scholarship available to all international students enrolling in China. Universities ranked in the top 80 universities in China have this option.

China has a huge territory and consists of 34 provinces and 4 municipalities (Beijing, Shanghai, Chongqing, Tianjin). Each of them has its own development strategy. Chinese local government scholarships are funded by Chinese universities in co-operation with the Chinese provincial government and, in some cases, the China Scholarship Council.

The Shanghai Provincial Government offers the Shanghai Government Scholarship (SGS - Shanghai Government Scholarship) to international students. The benefits of this SGS scholarship are very similar to the CSC (China Scholarship Council) scholarship.

Beijing Government Scholarship is another opportunity for international students to study in China for free. The application procedure is similar as for the China Scholarship Council (CSC) scholarship. The application deadline depends on the university.

Jiangsu provincial government (Jiangsu province) established "Jiangsu Jasmine Government State Scholarship" for international students to promote the development of higher education of international students in Jiangsu province.

Only Tsinghua University provides a Siemens scholarship. This scholarship is a full scholarship and was offered by Siemens Ltd. China. The main purpose is to support outstanding international students to pursue PhD degree, Diploma in Mechanical Engineering, Department of Computer Science and Technology, Academy of Art and Design and many other departments and schools of Tsinghua University.

Within the framework of the "One Road - One Belt" initiative of the Silk Road resumption since 2014, Chinese universities together with educational agencies have been recruiting students on a grant basis. This project aims to develop economic relations with CIS countries, South Asia, Europe and African regions.

In China, there are 2 projects that certify the academic prestige of universities: Project 211, Project 985. And all universities on this list have a budget to award international students. This type of grant is the most popular among foreign students. And its conditions are guaranteed by the university itself. As a rule, such grants will need to be confirmed annually by academic performance and attendance.
